What closed
Articles 63 to 67 of Ley 14/2013 created the investor visa and the investor residence permit and set the ways an investment could be evidenced. Ley Orgánica 1/2025, of 2 January 2025, a law on the efficiency of the justice system, carried in its final provision 21 an amendment that left those five articles without content with effect from 3 April 20251. The official consolidated text of Ley 14/2013 now shows each of the five articles as "sin contenido" with that date1. From that day the Ministry of Inclusion, Social Security and Migration accepts no new investor applications.
This page does not reproduce the thresholds that applied before the closure. They are historical, they are not in the dataset, and quoting them beside open programmes would invite a comparison that no longer applies.
What existing holders keep
The same amendment added a transitional provision to Ley 14/2013 for investors and their family members who applied before the closure took effect1. Holders keep their permits and their renewal rights; the closure stops new entrants only1. A holder due to renew should read the transitional provision itself rather than rely on a summary, because the renewal is now governed by a provision written for a closed scheme.
