Why the row is marked "changing"
On 11 June 2026 the Saeima passed amendments to the Immigration Law that would stop issuing temporary residence permits on the basis of a property purchase from 1 January 20271. On 19 June 2026 the President returned the law to Parliament for review1. A returned law is not in force, so the property route in the table is still the law as it stands, and the dataset says so in the route detail. The row will move to "open" if Parliament drops the amendments and the property route will move to the change log if they are adopted. Until one of those happens, the Office of Citizenship and Migration Affairs (PMLP) is the place to check before relying on either route1.
What the amounts mean
The company route is the smallest capital figure in the dataset, but it is not EUR 50,000 in total. The share capital must be in a Latvian company that meets turnover or tax thresholds, and a EUR 10,000 payment to the state is due on top, so the cash outlay is at least EUR 60,000 before the company's own operating needs1. The property route is EUR 250,000 for one property outside Riga and Jurmala, or in Riga above the threshold, plus a state payment of 5% of the purchase price, EUR 12,500 on the minimum1.
Stay rules and renewal
No minimum stay applies, but the permit is issued for five years with annual registration1. The dataset classes the stay requirement as "none" for the filter because registration is an administrative act and requires no presence. A holder who misses a registration puts the permit at risk in the same way a Portuguese holder who misses the 14-day stay does.

The spouse and minor children may be included1. Adult children and parents are not listed.
Citizenship position
Permanent residence follows five years of residence, and naturalisation ten years with a Latvian language requirement1. As with every temporary permit in the dataset, those years are years of actual residence; the five-year permit renewed from abroad does not by itself produce them.
